The Centers for Disease Control reported last week that preliminary figures for 2006 indicate that the teen birth rate rose for the first time since 1991 and that the total fertility rate (TFR)—the estimated number of average births that a woman will have in her lifespan—rose to above the “replacement rate” for the first time since 1971.
